A man in Ironequoit, N.Y., was arrested and charged with offenses related to falsely claiming he was a physician in order to obtain and distribute controlled substances.
According to a May 22 news release by the Department of Justice, Kevin Whitman faces three charges, including distributing and dispensing controlled substances, using a registration number issued to another person to obtain controlled substances and obtaining controlled substances by fraud.
The complaint alleges that between August 2023 and April 2025, Mr. Whitman claimed to be a physician and fraudulently used a DEA registration number that belonged to Strong Memorial Hospital in Rochester, N.Y. Mr. Whitman issued 177 prescriptions to nine individuals for Schedule II controlled substances using this number. Nearly all of the prescriptions were for oxycodone.
The charges carry a maximum penalty of 20 years in prison and a $1 million fine. Mr. Whitman made an initial court appearance May 22 and was released on conditions.
